How do I re-new registration while deployed?

I am trying to re-register my husband's car, but CA is making it very difficult for me giving me wrong fax numbers and some people telling me I can do everything over the phone and others acting like this is all unheard of... I thought about registering in my own state but they say I need original power of attorney and I only currently have a copy. All people can say to me is "well, you need the original, sorry." I talked to legal and they basically said the same thing. Do I have any resources available to me to help? Because my husband doesn't have time or resources, and I can't magically produce an original POA. I have the money, I have his information, and I have his permission, but I can't seem to get anything done with it Is there any way to get help so that he can take care of this or some way to continue to keep the car legal until I get what I need? I find it hard to believe that there is no answer for me for weeks. I realize he made many mistakes, as did I, but we should have the means to fix them, this is nightmarish. I almost want to just sell the car and take the loss, it's been a burden from the start, but I'm not on the title and my POA is just a copy, so I don't even know what I can do beside just get ticketed and impounded over and over again until I get power of attorney.
