Can I get a atv vin number from old registration number or sticker?

I have a Honda FL350 with a custom motor in it. Where the vin number would be located is welded and painted over. The old Minnesota Registration number and sticker are still on the machine. Can I go to DMV here in Michigan and get help or can I call a(ny) DMV in MN and they can pull up a VIN Number from the records? I need VIN number in Michigan to Title it. ATV's in Michigan require Titles, same as a car. I ride on public trails so running into a DNR/Sherriff is likely. Don't want to get it impounded just because I didn't pay 35 dollars for a title.
