Can't pay for my impounded car bill?

I live in the state of Virginia and about 6 months ago I had a single car accident (lost control and got out of the road) and my car was impounded. I did not have the money to pay to get it out and the car was a total lost so I left it there. 6 months later I get a bill from a Collection Agency stating that I owe $2800 for the towing and storage fees. I can not pay that amount and I need to know if I don't pay the bill what will the consequences be...Will that be put on my credit report? Will it have any effects on my Drivers License? Will I be able to get tags from the DMV on the future? I appreciate the help.
