How do you tell a neighbor he can't use your phone. Without being disrespectful.?

In my building we have a neighbor who is about 60 years old. When we first moved in he'd ask my husband to fix his tv for him. Then he asked for a stick of butter, and then he started asking to use our phone. He has a bit of a gambling problem and his car got repossessed, and he asked my husband to drive him to go get his car from the impound. We are very generous and giving people, and don't mind doing favors, but its now gotten to the point where he asks to use our phone almost everyday. I have two small children who demand my attention, and he has even banged on our door and woke them up from their nap...just so he could ask to use the phone. He brought us a ham for easter (even though we don't really celebrate easter or even eat ham) and asked us to cook it for him, and just give him a plate of it. We did so because we felt bad that he didn't have anyone to celebrate with, but I just feel like we are being used. He has also borrowed money (30 bucks) from us, which he payed back about a month later. I have started not answering the door, but he will wait till my husband comes home to then ask to use the phone. He does not get along with his children, and we feel sorry for him and we even joke we adopted a senior citizen.... My question is.. How do I get him to stop asking us to use the phone without being rude or disrespectful? I have missed a couple important phone calls while he was borrowing it. I want to stop this behavior.

He is trying to make the whole thing so unpleasant for you you won't do it again. he may seem like a rude hardass but all he wants is for you to live and not hurt anyone else. Good luck and slow down.

Will this airsoft gun be impounded?

Right it's a bolt action l96, which shoots out of the box at 300fps. But take off the velocity reducer inside, and it's 450fps. The gun must be disasembled to do so. Where I live(in Ireland), the legal limit is 330fps. In customs they have been known to take guns out of box and test them through a chrono.(fps-sensor). Will this be brought to me safely? Do you know if I can get an impound vehicle back during a holiday? (Veteran's Day)?

Being that police is a government agency, and government takes off all kinds of holidays, I'm going to guess the impound lot will be closed.

Does anyone know clothes brands that are for black people?

I am having some problems with finding clothes brands that actually fit me. I am about 5'6 and a half and kind of thick in the bust area and have a little bit of butt (considered small on my family's black people's terms...btw i'm black.) and skinny in the stomach area. For the past few years I've had problems with finding good everyday and school clothes. When I would go and buy my school clothes the longer I wanted them(b/c I'm tall) the bigger they get. So my school clothes would fit very baggy. I tried going to aero and trying on pants but they fit stick away from my butt because it was too big even though I have a small one. And Dickie's are too big. But are hollister and american eagle made for black people with who are curvy? I need someone's help!!
